Guinea-Bissau Launches Mission to Develop First National Energy Policy

Bissau: The Ministry of Energy of Guinea-Bissau, with the support of the ECOWAS Commission through the Regional Off-Grid Access to Electricity Project (ROGEAP), has officially launched the mission to develop the country’s first National Energy Policy. The launch event took place on Wednesday, 23rd of July 2025, in Bissau.

According to African Press Organization, the opening ceremony was chaired by the Minister of Energy, Dr. José Carlos Varela Casimiro, and was attended by the Senior Advisor of the ROGEAP project, alongside representatives of technical and financial partners. This significant step marks the beginning of a strategic initiative to align the nation’s energy policy with national development plans, as well as regional and international commitments, including the Sustainable Development Goals (SDGs) and the Paris Agreement.

Two international experts have been recruited by the ROGEAP project to assist in the development of this policy. The policy aims to establish a clear vision for Guinea-Bissau’s energy sector, defining the foundational tools such as action plans and strategic guidelines. It will address various sectors, including fuel, oil, and gas, as well as energy production, transport, distribution, and access, both on-grid and off-grid. The initiative also emphasizes the promotion of low-carbon technologies.

The ROGEAP Project, which supports this mission, is financed by the World Bank, the Clean Technology Fund (CTF), and the Directorate-General for International Cooperation.
