Ashgabat: The European Union (EU) and its Member States have expressed strong support for the Third UN Conference on Landlocked Developing Countries (LLDCs), currently underway in Turkmenistan. The EU emphasized the significance of the Awaza Programme of Action, which aims to address the unique challenges faced by LLDCs, such as limited connectivity and high trade costs, by leveraging technology, innovation, and scientific advancements.
According to European Union, the Awaza Programme underscores the need for integrated strategies that promote digital transformation, strengthen trade linkages, and enhance climate and economic resilience in LLDCs. The EU called for increased financial and technical resources through global cooperation and multi-stakeholder partnerships to realize these goals. By aligning investments in infrastructure, human capital, and knowledge systems, the EU aims to help LLDCs unlock new development pathways.
Financial reform is central to this agenda, with the EU advocating for a more inclusive and effective international financial system, as discussed recently in Sevilla. The EU is committed to mobilizing financial resources to support LLDCs through initiatives like Global Gateway, which invests in connectivity and sustainable infrastructure projects. Examples include the Lobito Corridor project in Africa and the Trans-Caspian Transport Corridor in Central Asia.
The EU is also involved in strategic projects across various regions, including digital connectivity and climate initiatives in Central Asia, infrastructure development in the Caucasus, and energy projects in Nepal. Additionally, the EU has renewed dialogue with Latin American and Caribbean partners, focusing on climate and energy investments in Paraguay and Bolivia.
The EU’s contribution to Official Development Assistance (ODA) amounted to EUR 88.7 billion in 2024, with EUR 2.7 billion allocated specifically for LLDCs in 2023. EU institutions and Member States continue to provide assistance through blended financing and trade provisions.
The EU acknowledges the critical role of LLDCs in achieving global prosperity and sustainable development. The union remains committed to a successful LLDC3 conference and to working collaboratively with LLDCs to implement the Awaza Programme of Action for resilient and sustainable development.
